It is what Star Trek producers describe as a 'bubble show,' i.e. one where the story takes place almost exclusively on the ship. And they do it because it doesn't cost much to do (and because they blew their budget on the previous espisodes). That's what "The Conscience of the King" is. Don't get me wrong, here, bubble shows are very often among the best in Star Trek because they force the writers to focus on character development, take Enterprise's acclaimed "Shuttlepod One" for example. Regardless of the almost complete lack of effects in "The Conscience of the King," the Star Trek remastered team has done it anyway, and this episode serves as an example of the superior film scanning used for the remastering.
