Question how does one import an avatar?

I'm trying to import an avatar but I don't know how. Can anybody help with this?

Captain Hair had this handy explanation.. but your have the picture on line somewhere already.

But here it goes:
Go to the uper top rightcorner of your screen where your screen name is, it folds down. go to my settings..... just a moment... click it

next to settings there is Profile click it, and you will find the change avatar option there... click it and it says how to do it kinda there.
