Section 31 give mission for doctor Bashir that he come on Romulan planet for that know who lead romulan empire.
On this planet he must will be know that romulan lead and stop he and his plans.This mission will be for he very danger and too secret,because he will be under cover.In end Romulan captiure Bashir and they want know what need starfleet on their planet...
