Malfunctions Linked to Romulan Virus

In recent weeks, a string of catastrophic malfunctions has plagued CoP ships. Early today, Starfleet confirmed what had already been speculated: they are the result of a Romulan virus infecting the ships' computers.
Starfleet's captains--as well as their equivalents among the fleets of the other Coalition worlds--have already been instructed to brief their crews on the danger of the virus and possible ways to lower the risk it presents, but many officers may still not have all the facts. To facilitate understanding of this new threat, the SNF contacted Captain Melissa Burrows, a prominent technical officer in Starfleet intelligence, to spell out the situation.
The first incident occurred in late June. An Andorian vessel began experiencing a series of malfunctions, beginning with minor systems but soon progressing to the point where the warp engines ceased to operate. Before long, every system on the ship, including life support, had become virtually inoperable. Luckily, the ship was not far from the Andorian colony of Vastahn, and ships were soon dispatched to search for it when it didn't report as scheduled. With the added assistance, the ship's crew was able to restore its systems without any serious injury.
The next two victims were a pair of Vulcan ships patrolling at a distant edge of Denobulan space. Both began experiencing difficulties at roughly the same time, and it is believed that they were completely crippled in less than an hour. They were not so lucky as the first ship. Before help could arrive, a Romulan warbird decloaked and destroyed them both.
Since then, reports of similar incidents have been increasingly frequent. Many crews have been able to restore their ships--either with outside help or on their own--but just as many have fallen prey to Romulan ambushes while their systems were crippled. The best minds of the CoP have set to work on studying the problem, and they have been able to confirm that the malfunctions are being caused by a computer virus of Romulan origin.
Standard purging techniques have usually proven effective, Captain Burrows reveals. "The problem lies in the fact that the virus is virtually undetectable until it asserts itself and cripples the ship. This means that prevention is our most important tool," she stated. She went on to stress the importance of computer safety protocols, particularly those covered in section 39-C of the Starfleet Technical Operations Manual. "If we can keep the virus from getting into our computers in the first place, we won't have anything to worry about," Captain Burrows said.
As of yet, it is unclear how this virus was introduced or how it is spreading. There seems to be no pattern to where or when it appears, and there is no evidence that it is being transmitted through any of the normal channels. It does seem equally capable of crippling all CoP ships, regardless of their class or homeworld.
Some have expressed concern that sharing this information so freely with the whole of Starfleet may cause undue panic, but Captain Burrows disagrees with the idea. "The members of Starfleet are professionals. I have every confidence in their good judgment. They know that panic will get them nowhere. This way, they are fully aware of the dangers and how to combat them. As the old saying goes, knowledge is power."

Only real story reference I recall was in TNG first season I believe. Ship and Data affected. Enterprise sister ship Yamato destroyed. Title eludes me at the moment.

Yes - but would the UFP (or CoP for that matter) submit to using viruses? The roddenberry side of me says no - but the Section 31 side of me says...oh yeah...

I was thinking more that I was surprised their enemies wouldn't do it. It seems like a totally Romulan thing to do. Or maybe a Ferengi thing to do.
Also, now that I think about it, I don't see why the Federation wouldn't use computer viruses. It's not the same as a biological virus. They could shut down enemy shields, weapons, and engines and win battles without shedding a single drop of blood. I reckon that would appeal to them.
Now, I'm sure the Klingons wouldn't do it. Wouldn't be honorable.
Also, now that I think about it, I don't see why the Federation wouldn't use computer viruses. It's not the same as a biological virus. They could shut down enemy shields, weapons, and engines and win battles without shedding a single drop of blood. I reckon that would appeal to them.
